Named in honor of John R. Meyer, James W. Harpel Professor in the John F Kennedy School of Government Emeritus, the award will provide a stipend of $5,000. Acceptance of the award comes with the understanding that the Joint Center will have the option of publishing a portion of the paper as a Joint Center working paper, or in the annual "State of the Nation's Housing Report."

The research agenda of the Joint Center includes the study of housing affordability issues, demand for housing and housing production, housing finance, and housing policy issues. Each year, the center produces a report on "The State of the Nation's Housing," which provides a periodic assessment of the nation's housing outlook and continues to earn national recognition as an authoritative source utilized by housing researchers, industry analysts, and policymakers.

Possible research areas include (but are not limited to) demographic influences on housing choices, econometric analysis of housing markets, urban homeownership, the evolving role of housing finance, and impacts of government regulation and taxation.
