OMB Chief Dedicates Library
Professor Henry Louis Gates Jr., director of the W.E.B. Du Bois Institute for Afro-American Research and chair of the Department of Afro-American Studies, has announced the unveiling of the Franklin D. and Wendy F. Raines Library in African American Studies. Raines is the director of the Office of Management and Budget (OMB) for President Clinton. Prior to joining the Clinton administration, Raines was vice chairman of Fannie Mae, which he joined in July 1991. As vice chairman, he was in charge of Fannie Mae's legal, credit policy, finance, and corporate development functions. Before joining Fannie Mae, Raines was a general partner in municipal finance at the investment banking firm of Lazard Freres & Co. in New York City. He served from 1977 to 1978 as assistant director of the White House Domestic Policy Staff, and from 1978 to 1979 as associate director for economics and government in OMB. Raines received a B.A. in government from Harvard College (magna cum laude, 1971) and a J.D. from the Law School (cum laude, 1976). He also attended Magdalen College, Oxford University, as a Rhodes Scholar. Raines has served as a member of the boards of directors of several major corporations, foundations, and public service organizations. He currently serves as chair of the Visiting Committee of the Kennedy School of Government, and was formerly president of the Board of Overseers. Named in honor of its patrons, the library houses an extensive collection of reference works in African and African American studies for use by the fellows of the Du Bois Institute as well as by concentrators in the Department of Afro-American Studies. In addition to endowing the library, the Raines gift will also establish a book fund to acquire and preserve books and other literary materials. The Franklin D. and Wendy F. Raines Library in African American Studies was officially dedicated at a ceremony in the Barker Center for the Humanities, the new home of the Department of Afro-American Studies and the W.E.B. Du Bois Institute, on Sept. 12. Professor Gates, Mr. Raines, and Ms. Raines were present at the ceremony. Franklin Raines and his wife, the former Wendy Farrow (who received her A.B. from Harvard College in history in 1979), and their three children live in Washington, D.C.
